河南:为农民进城安居铺平道路2015年10月,河南省政府办公厅印发《关于促进农民进城风购房扩大住房消费的意见》,一方面为促进农民工市民化,一方面稳定全省房地产市场。该省的主要做法:一是强化农民进城创业就业保障。农民进城购房定居后人事工商业经营的,相关部门优先为其办理相应手续;创业就业的,可参加人社部门组织的职业介绍、技能培训、创业指导等,并按规定享受创业担保贷
