第五届全国星火科技电视节目评比暨计划会议于1991年11月14日～17日在古都西安召开。出席会议的有陕西省政府特邀顾问林季周,陕西省科委主任周延海、副主任李云祥,国家科委党组成员(原秘书长)吴武封、办公厅副主任唐风云、星火计划办公室副处长郭增艳,国家科委情报司副司长、中国科技情报所副所长胡海棠,中国科技情报所副所长赵锦英,中央电视台总编室梁万龙等代表80人。会议期间,胡海棠副司长作了“继续办好星火科技电视节目,为国再展宏图”的报告,总结了5年来星火科技电视节目开办的情况,提出了当前面临的紧迫形势和任务及下一步工作的设想。郭增艳同志总结了星火计划5年来的重大成果和今后宣传工作的任务和方向。国家科委星火计划办公室为大会还发来了贺信。会议期间,代表们观摩了评出的部分优秀电视片,交流了经验。山东省科委星火计划办公室,青岛、陕西、安徽、辽宁、云南、四川、青海、河北、浙江、吉林、西藏等省(区)、市科技情报所和中国科技情报所的代表在会上发表了热情洋溢的
The 5th National Spark Science and Technology Television Program Appraisal and Planning Conference was held in the ancient capital of Xi'an from November 14 to November 17, 1991. Present at the meeting were Lin Jizhou, a specially invited consultant of Shaanxi Provincial Government, Zhou Yanhai, director of Shaanxi Science and Technology Commission, Li Yunxiang, member of the State Science and Technology Commission (former secretary general) Wu Weifeng, deputy director of the General Office of Tang Fanyun, deputy director of Spark Program Office Guo Zengyan, deputy director of the State Science and Technology Commission Intelligence Department, Hu Haitang, deputy director of China Science and Technology Intelligence, Zhao Jinying, deputy director of China Science and Technology Intelligence, and Liang Wanlong, chief editor of China Central Television. During the meeting, Deputy Director Hu Bei-tang made a report titled “Proceeding with the Spark Television Program, Re-exhibition for the Country”, summed up the operation of the Spark TV program in the past five years, put forward the current pressing situation and tasks and Assumption of the next step. Comrade Guo Zengyan summed up the major achievements of the Spark Plan in the past five years as well as the tasks and directions for future propaganda work.
