企业改制分流过程中,如果工作步骤缺失或者工作程序执行得不规范,可能会影响改制效果。笔者结合多年改革经验,依据各项改制政策,本着可操作性的原则,将改制分流工作划分为六个阶段,并从成立组织、宣传发动、方案制定到工商变更、新公司营运、办理免税手续等改制全过程,研发出步步相连、环环相扣的辅业改制操作程序,以期为国有企业规范实施改制分流工作提供有益的帮助。
