2014年10月召开的中国共产党十八届四中全会强调,全面推进依法治国,必须“坚决维护宪法法律权威,依法维护人民权益,维护社会公平正义,维护国家安全稳定”。其核心是全面实施宪法,在全社会树立起宪法的权威。维护宪法权威、尊重宪法、让宪法发挥作用,将是十八届四中全会以后中国特色社会主义法治建设的崭新气象。由此可知,在未来全面实施依法治国和国家治理的进程中,将更加注重通过宪法来凝聚共识,通过宪法来解决中国社会面临的重大现实问题。
The Fourth Plenary Session of the 18th Central Committee of the Communist Party of China held in October 2014 emphasized that to comprehensively promote ruling the country according to law, “resolutely safeguard the constitutional and legal authority, safeguard people’s rights and interests, safeguard social fairness and justice, and safeguard national security and stability”. Its core is the full implementation of the Constitution, establishing the authority of the Constitution in the whole society. Maintaining constitutional authority, respecting the constitution and allowing the Constitution to play its role will be a brand new phenomenon in the construction of the socialist legal system with Chinese characteristics after the Fourth Plenary Session of the 18th CPC Central Committee. From this we can see that in the future the full implementation of the principle of governing the country according to law and the process of state governance, we will pay more attention to unifying the consensus through the constitution and solving the major realities facing Chinese society through the constitution.
