制定区域公共政策,最为关键的是进行中央层面的制度设计过去10多年里,我调研了200多个样本,对中国各地区间经济发展的差距有比较深的体会。改革开放30多年来,地区间差距拉大的趋势仍没有从根本上改变,中西部和东北老工业基地远远落后于东部。我认为在“十二五”期间,制定区域公共政策,要综合协调处理好十个方面的府际关系,尤其应当进行中央层面的制度设计。
The most crucial thing in formulating regional public policies is to carry out system design at the central level Over the past 10 years or so, I have investigated more than 200 samples and have quite a deep understanding of the disparities in the economic development among various regions in China. Over the past 30 years of reform and opening up, the trend of widening disparities among regions has not yet fundamentally changed. The old industrial bases in the central and western regions and the northeast lag far behind the east. In my opinion, during the “Twelfth Five-Year Plan”, we should formulate a regional public policy that comprehensively and properly handles the 10 intergovernmental relations, and in particular, should design the system at the central level.
