《中华人民共和国电信条例》已于近日公布实施,该《条例》是我国第一部有关电信业的综合性行政法规,它的出台结束了我国电信业基本上无法可依的状态,标志着我国电信业的改革与发展进入了一个新的历史阶段。有关《条例》的起草贯彻了政企分开和公平、公正的原则;体现了保护竞争、促进发展的原则;反映了当代通信和信息技术进步的要求;考虑了国际接轨,并具有一定的前瞻性。
