浙江省海盐县人均水资源量只有583m3,大大低于全国全省水平,因此必须合理开发、利用水资源。要加 大宣传力度,提高依法治水意识;积极出台地方规范性文件,组织编制水资源保护规划;严格取水管理, 加大水政执法力度;坚持取水许可年审制度,不断提高监督管理水平;严格限制地下水开采,遏制地面沉 降;严格水质管理,有效保护水资源。
The water resource per capita in Haiyan of Zhejiang Province is only 583m3, which is much lower than the national level in the whole country. Therefore, it is necessary to develop and utilize water resources rationally. We should step up publicity efforts to raise awareness of water control in accordance with the law; actively introduce local regulatory documents and organize the preparation of plans for the protection of water resources; strictly abide by water management and intensify the enforcement of water law; uphold the abiding annual review system of water abstraction permits and constantly raise the level of supervision and management; Limit the exploitation of groundwater to curb land subsidence; Strict water quality management, effective protection of water resources.
