以湖南省国土空间开发效率评价为研究对象,结合人口、社会、经济等数据及该地区特点构建了综合评价指标体系。该体系采用德尔菲法确定各评级指标权重,并对各评价因子进行量化分级,使用加权求和的方法计算出湖南省各州市的国土空间开发效率值。实验结果表明:湖南省国土空间开发效率分区明显,长沙市作为省会城市国土空间开发效率值最大,紧随其后的是岳阳市,超过长株潭地区的株洲市和湘潭市。研究湖南省国土空间开发效率,对于评价各市州开发现状,规范空间开发秩序,从而推动全省开发建设,具有重要的现实意义。
Taking Hunan Province as an example, the paper evaluates the efficiency of land and space development in Hunan Province, and combines the data of population, society and economy with the characteristics of the region to construct a comprehensive evaluation index system. The system uses the Delphi method to determine the weight of each index, and quantifies each evaluation factor, and calculates the value of the development of the national space in each city of Hunan Province by using the weighted summation method. The experimental results show that the efficiency of land and space development in Hunan Province is obviously subdivided. Changsha, as the capital city, has the largest land and space development efficiency value, followed by Yueyang City and over the cities of Zhuzhou and Xiangtan in Changsha, Zhuzhou and Xiangtan areas. Studying the efficiency of the development of territorial space in Hunan Province is of great practical significance for evaluating the development status of cities and states, regulating the order of space development and promoting the development and construction of the province.
