我国“十一五”规划提出“建立以企业为主体、市场为导向的产学研结合的技术创新体系,形成自主创新的基本体制构架。”国务院发布的《国家中长期科学与技术发展规划纲要》提出了加强自主创新、建设创新型国家的重要战略。把建设各具特色和优势的区域创新体系及发挥各主体作用,增强科技创新对区域经济社会发展的支撑力度作为战略重点。提出建设以企业为主体、产学研结合的技术创新体系,并将其作为全面推进国家创新体系建设
China’s “Eleventh Five-Year Plan” put forward the idea of “establishing a technological innovation system combining production, education and research with enterprises as the mainstay and market orientation, and forming the basic institutional framework for independent innovation.” The “Outline of the National Medium and Long-term Scientific and Technological Development Plan” Put forward the important strategy of strengthening independent innovation and building an innovative country. It is a strategic priority to establish a regional innovation system featuring each with unique characteristics and advantages, and to give full play to its role as the main body and enhance the support for scientific and technological innovation in the development of regional economy and society. Put forward the construction of a technological innovation system that takes the enterprise as the main body and combines production, education and research, and takes it as a platform for comprehensively promoting the national innovation system
