继续贯彻落实《全民所有制工业企业转换经营机制条例》,切实转换国有企业经营机制,把企业推向市场,增强它们的活力,提高它们的效益,是建立社会主义市场经济体制的一项基础工程,今年一定要把它作为经济体制改革的中心环节抓紧抓好,抓出更大成效。《条例》颁布以来,特别是党的十四大以来,各地区、各部门都把转换企业经营机制与建立市场经济新体制紧密结合起来,作为落实十四大精神的一件大事来抓。许多地区出台了《条例》的实施办法和配套规章,许多政府部门纷纷转变职能还权于企业。但是,也有一些地方对《条例》的贯彻还处于滞后状态,特别是有些政府部门对《条例》赋予企业的14项经营自主权干预、截留现象频频发生。企业有经营自主权,是企业成为市场主体的必备条件,也是企业自负盈亏,成为法人实体的基本前提。企业经营者被捆住手脚,怎么能在市场海洋中搏风击浪,求生
