中華人民共和国中央人民政府與蘇維埃社會主義共和国聯盟最高蘇維埃主席團確認自一九四五年以來遠东形势起了根本的變化,即:帝國主義的日本遭受了失敗,反動的國民黨政府已被推翻,中国成为人民民主的共和國,成立了新的人民政府;這新的人民政府統一了全中國,推行了與蘇聯友好合作的政策,並證明了自己能够堅持中國國家的獨立自主與领土完整,民族的荣誉及人民的尊嚴。中华人民共和國中央人民政府與蘇維埃社會主義共和國聯盟最高蘇維埃主席團認為這种新的情况提供了從新處理中國長春鐵路、旅顺口及大連诸問题的可能性。
