10月18日,中共十七届五中全会闭幕,“十二五”规划“轮廓”初现。在全会公报中不难发现,民生问题再次得到重视,用词分量之重前所未有:“坚持把保障和改善民生作为加快转变经济发展方式的根本出发点和落脚点!”
On October 18, the Fifth Plenary Session of the 17th CPC Central Committee concluded with the appearance of “Twelfth Five-year Plan” and “Outline”. It is not difficult to find in the communiqué of the plenum that the people’s livelihood issue has once again been taken seriously and that the weight of the wording used is unprecedented: “Insisting on ensuring and improving people’s livelihood as the fundamental starting point and the foothold for accelerating the transformation of the mode of economic development”
