1 工程概况小浪底水利枢纽工程是一座以防洪、防凌、减淤为主,兼顾发电、灌溉、供水等综合利用的水利枢纽工程,枢纽由大坝、泄洪排沙建筑物、水电站等组成。枢纽规模大、洞室多、地质水文泥沙条件复杂,且工程下游紧邻陇海、焦枝、京广三大铁路动脉以及广大的黄淮海平原,其安全运行与否,不仅关系到工程自身的安危,也直接关系到黄河下游亿万人民生命财产的安全。因此,
