当前,以信息化为核心的新军事变革正以不可阻挡之势在世界范围内迅猛发展,我军现代化建设既面临着宝贵的机遇,又遇到严峻的挑战。胡锦涛同志深刻指出:要密切观察世界新军事变革的趋势,主动适应世界军事发展的潮流,从国情军情的实际情况出发,真正走出一条中国特色军事变革的路子,努力夺取国际军事竞争的战略主动权。在新形势下,要深入贯彻落实科学发展观,积极推进中国特色军事变革,肩负起新世纪新阶段我军的历史使命。
