当前,辽宁省鞍山市在下岗失业人员、新阶层从业人员、复员转业军人、待分配大中专毕业生为主体的流动人口中有党员近5万人, 已占到全市党员总量的1/6。一部分流动党员由于工作和生活发生很大变化,出现了党员标准降低、党员意识淡化的现象,甚至形成了“口袋党员”这种脱离组织的情况。流动党最的组织管理和作用发挥, 已经成为新时期党的基层组织建设
