本世纪20年代初,孙中山先生提出“中国中部、北部、南部各建一个大洋港口,如纽约港者”,这就是“南方大港”、“东方大港”、“北方大港”的历史命题,成为中国人的兴海强国之梦。90年代初江泽民总书记、李鹏总理先后在宁波、湛江题词“东方大港”和“南方大港”,都充分表明了中国近、现代领导人对在中国大陆绵延18000多公里的海岸线上建设几个大港的迫切心情。
