腐败是当前经济社会中最丑恶的现象之一,日益严重的权力腐败行为严重阻碍了社会的健康发展,危害着广大群众的切身利益,影响了国家和民族的长治久安。约束和控制权力腐败是一整套的系统工程,建设现代法治国家是该系统工程的重中之重,也是遏制腐败的根本途径。而现代法治国家建设若要取得最终的成功,在很大程度上则需取决于法律制度的理性设计、政府职能的切实转变、人大优势的充分发挥、道德规范的良性构建和社会舆论的有效监督。
Corruption is one of the most ugly phenomena in the current economic and social situation. The increasingly serious power-corruption acts have seriously hindered the healthy development of society, endanger the immediate interests of the masses and affect the long-term peace and stability of the country and nation. Constraints and control of power Corruption is a set of systematic projects. Building a modern country under the rule of law is the top priority of the system engineering and also the fundamental way to curb corruption. To a large extent, the construction of a modern country ruled by law needs to depend on the rational design of the legal system, the effective transformation of government functions, the full development of the NPC’s advantages, the benign construction of moral norms and the effective supervision of public opinions .
