胡锦涛总书记指出,实现军民结合、寓军于民,需要党和国家从经济社会发展全局通盘考虑,完善有利于军民统筹协调的体制机制,制定相应的法规政策和军民通用技术标准,在经济社会发展规划中兼顾军事需求,逐步建立起军民结合、寓军于民的经济社会发展体系。当前,随着国际国内环境的深刻变化和经济社会的不断发展,国防动员建设既获得了难得的机遇、也面临着严峻的挑战,既具备有利的基础条件、又要妥善应对诸多新情况新问题。我们一定要深刻理解胡总书记的重要指示精神,进一步强化政治意识、大局意识、责任意识和忧患意识,主动适应维护国家安全发展大局的要求,努力开创国防动员建设的新局面。
