工程施工招标文件是项目施工建设和成本控制重要的技术经济文件,涉及法律法规、工程技术、工程经济、合同管理等诸多方面的知识,对招标文件编制人员的专业知识和商务技能要求较高。在水利水电工程招标过程中,有时会存在招标文件编制不完善、条款含糊不明确、定义前后不统一等现象,导致不合格承包商或不合理中标价进入施工现场,在合同履行过程中引起较多麻烦和纠纷,直接影响工程的施工质量、工期和成本控制。
Project construction bidding documents are important technical and economic documents for project construction and cost control.
