搞好大中型企业的关键是转变企业经营机制,而转变机制的最重要问题是要选准一定的实现形式(或企业制度)作为载体。理论界和各级政府的一些专家、领导,根据现实经济生活中出现的“首钢经验”、“斯末克现象”、“哈赛现象”、“上海二纺机现象”等,各自对转换机制的实现形式问题,提出了自己的意见。一时间,各种意见争论不休,各说各有理,有的地方干脆生搬硬套地学了起来。我们不同意上述那种强调一种实现形式,否定其它实现形式的观点,笔者认为,在当前和整个90年代,转换我国大中型企业经营机制实现形式的思路应为:多式并存,分类选择,各自创新。即承包制、股份制、租赁制、合资企业形式、“利税分流,税后还贷”形式等多种公有制经济的实现形式并存,并根据各行业、各企业的不同情况,有侧重地进行选择与创新。
