A total loan of 84 million Zimbabwe dollars from the United States provided for the re-ordering of 13 diesel locomotives (amounting to 59 million yuan) for Zimbabwe National Railways and refitting of 4 additional diesel locomotives (amounting to 4300 Wan Jinyuan) paved the way. In 1989-90, the railway had ordered 13 locomotives and 43 diesel engines with the help of the United States. At the end of April 1991, Zimbabwe National Railway announced a development plan with a total investment of 700 million yuan. The development plan is currently being supported by the United States and the World Bank. The next step will be to order a number of electric and diesel locomotives to replace them
