自党的十六届五中全会提出“更加注重社会公平”这一新提法以来,理论界对“效率优先、兼顾公平”是否还可以继续作为政府调节收入分配的原则展开了激烈争论,产生的分歧较大。笔者认为,“效率优先、兼顾公平”不仅过去是,而且将来很长时期都将是我国政府履行其经济职能的基本原则,但笔者认为,它不应该成为政府履行其收入分配职能的原则。在收入分配领域,政府遵循的原则应该是“公平优先、兼顾效率”。
Since the Fifth Plenary Session of the 16th CPC Central Committee put forward the new formulation of “placing more emphasis on social fairness,” there has been a heated debate between theorists on whether “efficiency first and equity fairness” can continue as the government’s principle of regulating income distribution. The differences are larger. The author believes that “giving priority to efficiency and giving consideration to fairness” is not only the past but also a basic principle for our government to fulfill its economic functions for a long time in the future. However, I believe that it should not become the principle that the government should fulfill its income distribution function. In the area of income distribution, the principle followed by the government should be “fair prioritization and efficiency.”
