为了充分发挥学术交流主渠道的作用,中国科协始终加强宏观引导和管理,推动建立了系列学术年会制度,使学术交流的质量不断提高。自中国科协“五大”以来,科协系统共举办国内学术交流会议7.7万多个,650多万人次参加;举办国际学术会议3500多个,约61万人次参加,为推动学科发展和科技创新作出了贡献。高层次学术年会制度化中国科协五届四次全委会决定,自1999年起建立中国科协学术年会制度。首届学术年会于1999年10月18日至21日在浙江省杭州市召开,主题为“面向21世纪的科技进步与经济社会发展”。这次学术年会是中国科协自1958年成立以来首次举办的大规模、综合性、系列性学术盛会,也是20世纪末我国最后一次
