为了明确划分中央和地方的财政收支范围,使地方能够有一定数量的机动权力来安排地方的各项生产建设事业,以便进一步发挥地方管理财政的积极性,去年11月间国务院颁发了关于改进财政管理体制问题的规定。无疑,这一规定贯彻执行以后,地方财政在组织收入与节约支出方面,将更能发挥积极的作用,地方财政工作将更能适应新的生产建设高潮,并促进工农业生产的大跃进。
