小型商业企业实行租赁经营,是商业体制深化改革中的一项新事物,是搞活小型商业企业的一种好形式,具有强大的生命力和广阔的前景。目前处于试验阶段,还不够完善,尚有一些问题有待探讨。一、统一认识,是顺利推行租赁经营的关键小型商业企业租赁经营是一项新的工作,政策性强,牵涉面广,加之受旧观念的束缚,因而对这项改革认识不一致,产生怀疑。这些疑虑表现在以下几个认识问题上。

It is a good form of revitalizing small-scale commercial enterprises, and has a strong vitality and broad prospects. Currently in the experimental stage, it is still not perfect. There are still some issues to be explored. 1. Unified understanding is the key to the successful implementation of leasing business. The leasing business of small-scale commercial enterprises is a new task. It has strong policies, involves a wide range of issues, and is tied with the old concepts. Therefore, it is inconsistent and has doubts about this reform. These doubts are reflected in the following cognitive issues.
