淄博是中国唯一的一个“组群式”城市。所谓“组群式”城市,是一种国际比较推崇的城市功能分区的现代城市模式,就是卫星城组合城模式。以淄博市张店区为中心的其它四区三县各以20多公里距离环绕周围,就像是卫星城一样,这使淄博在很多方面拥有了更有利于城市功能全面发展的优势;和某些大城市相比,由于城区呈组团状态,相对分散,人口又不过于集中,基本没有交通拥挤、住房紧缺等“大城市病”的表现。
