今年春季各地生产防旱运动深入开展,很多地区雨水较为调匀,大部地区的播种工作那已适时完成。为了贯彻政务院关于一九五二年农业生产的决定,保证实现提高单位面积产量,完成农业增产计划,切实作好夏季生产工作将是决定性的关键。为胜利完成夏季生产任务,各地必须克服因春播顺利而滋长的松懈麻痹情绪,及时战胜旱、涝、虫、雹等灾害;必须认真地组织群众在夏季生产中贯彻实现一切有条件、有可能采用的丰产技术;必须通过整顿和发展互助合作组织推动和完成各项具体生产工作。现就今年夏季生产情况及特点,提出几项主要任务,希研究执行。一、加强虫害和病害的防治工作。今春麦蚜普遍发生,为多少年来所未有,虽经扑灭,但部分地区已形成减产。目前棉蚜、蝗虫、稻螟等害虫陆续发生,各地仍应遵照四月二十二日中央人民政府政务院「关于防治害虫的紧急通知」的精神,及时组织群
