各位代表先生: 今天我們重慶市第二次各界人民代表會議正式開幕了。我代表協商委員會把這次會議的籌備經過報告一下。這次的會議是由上次會議的協商委員會籌備的,即以原協商委員會為目前的籌備委員會。下設秘書、行政、兩處。工作人員大部份都由市府抽調。因為其他機關同志的工作很忙,這個會議應該由市府同志負主要責任。在抽調工作人員時,為遵照中央的規定,這次工作人員的數目比第一次的減少近三分之一,總計約二百一十餘人。六月七日一部份工作人員開始集中辦公,十日全部集中。迄今一星期,各項籌備工作大體完全就緒。這次會議代表的名額總計四百零二名,此上次多兩名。變動和分配情形是這樣的。駐軍代表原為十名,现減為八名;西南軍政機關代表原爲廿名,現增
