Recently, we conducted a comprehensive survey of 475 technological transformation projects in 106 industrial enterprises in Loudi, Hunan Province from 1983 to July 1992 that have not yet yielded benefits or have failed. These technological reforms are distributed in industries such as machinery, metallurgy, chemical industry, building materials, textiles, and food, with a total investment of 627.71 million yuan, accounting for 50.2% of the total investment in ten years of technical reform in the region. The failure of technical reform is a comprehensive reflection of political and economic issues. However, from the analysis of technological reform itself, the reasons for its failure are mainly the following five aspects: (1) Trending and blind introduction. According to investigations, during the period of overheated economy, five companies in the region have failed in the technological transformation project that has become fashionable and blindly introduced.
