随着工农业的不断发展,尤其是党的十一届三中全会以来,农村形势更喜人,各种农业机械的普遍应用,对商业石油需求量增加,于是许多县石油站都要求不同程度的改扩建,一些二级站也有不同规模的技术改造任务。由于管理上不完善,据我所知某些石油站不是技术改造带来经济效益,而是白白浪费改造投资,并使某些不合理的流程继续发展。如南方某省的几个石油站就有类似的情况。
