依法治国是进一步深化改革的重要方略,也是社会经济发展转型的内在要求。地方经济和社会的发展转型必然是从数量型向质量型发展的转变过程,是增长方式依靠要素扩张向依靠创新驱动的转变过程。依法治国要求政府能够立足于国家治理能力的现代化,不断推动法治建设水平,从而在观念转变、制度建设、利益调整以及路径选择上为发展转型持续注入活力。
Governing the country according to law is an important strategy for further deepening the reform as well as an inherent requirement for the transformation of social and economic development. The transformation of local economy and society must inevitably be a process of transformation from quantitative to qualitative development and a process of transformation of growth mode from relying on factor expansion to relying on innovation. Ruling the country according to law requires that the government be able to base itself on the modernization of the country’s governance capacity and constantly push forward the level of the rule of law so as to continuously inject vitality into the development and transformation of the concept transformation, institution building, interest adjustment and path selection.
