为了认真落实中央关于社会治安综合治理的指示精神,为我省实现跨世纪宏伟目标创造良好的治安环境,按照省社会治安综合治理“二五规划”和“平安工程实施方案”的要求,现就进一步加强全省社会治安综合治理的基层基础工作提出如下意见。 1、加强综合治理基层基础工作的领导。加强社会治安综合治理的基层基础工作,是落实综合治理的关键。各级党委、政府必须牢固树立“一切立足于基层,一切落实到基层”的指导思想,切实把中央和省有关综合治理基层基础工作的要求落到实处。党政一把手要亲自抓这项工作,加强检查督促和分类指导,从领导精力、政策措施、人财物等方面向基层倾斜,及时帮助解决工作中的困难和问题。要认真落实综合治理领导责任制,综合治理基层基础工作要作为各级各部门领导责任制的重要内容。各级组织部门在考察干部时,要听取综治机构和干部群众的评价,切实将抓综合治理工
In order to conscientiously implement the directives of the Central Government on the comprehensive management of social order and create a favorable environment for the fulfillment of the grand goal of trans-century in our province, according to the “Second Five-Year Plan” and “Safe Project Implementation Plan” Requirements, put forward the following opinions on further strengthening the grass-roots basic work of the comprehensive management of social order in the province. 1, strengthen the comprehensive management of grass-roots basic leadership. Strengthening grass-roots basic work of comprehensive management of social order is the key to implementing comprehensive governance. Party committees and governments at all levels must firmly establish the guiding ideology of “all being based at the grassroots level and implementing everything at the grassroots level,” and earnestly implement the requirements of the Central Government and the provincial government regarding the comprehensive management of basic grassroots work. Party and government leaders must personally grasp this work, step up inspection and supervision and classified guidance, and guide the efforts, policies and measures, people and property to the grassroots level in order to help solve the difficulties and problems in their work. To conscientiously implement the responsibility system for comprehensive governance and leadership, the comprehensive management of basic grass-roots work should be an important part of the leadership responsibility system at all levels and departments.
