一、经济效益的现状透视今年以来,武汉市工业经济出现十分困难的局面,生产持续下滑,产业结构调整艰难,财政短收严重,经济效益低下问题十分突出。主要表现在以下几个方面: 1.总体经济效益指标全面滑坡。今年元至五月份全市预算内工业企业生产、销售、实现利润三项重要指标全都比去年同期下降。产值利税率、销售利税率、资金利税率也分别由去年的21.73％、17.89％、21.44％下降到17.88％、15.22％、14.66％。 2.资金使用效益下降。预算内工业企业定额流动资金占用额1986年——1989年平均递增19.61％,今年元至五月份又比去年同期上升16.65％;资金周转天
