党的十六届五中全会明确提出建设社会主义新农村这一重大历史任务,对于全面建成小康社会、实现中华民族伟大复兴具有重大的意义。围绕中心工作紧扣时代脉搏,2007年国家档案局、民政部、农业部联合印发了《关于加强社会主义新农村建设档案工作的意见》,明确了新农村建设档案工作的指导方针、工作体系和任务要求。作为一个强有力的工作抓手,2010年三部委又制定了《社会主义新农村建设档案工作示范县实施办法》,通过创建社会主义新农村建设档案工作示范县,大力推动农业农村档案工作,进而促进社会主义新农村建设再上新台阶。到2012年年底,全国已经有29个省、自治区、直辖市的75个县(市、区、旗)成为社会主义新农村建设档案工作示范县(市、区、旗),示范县工作硕果累累、成效显著。
