地方政府举债搞建设在促进地方经济社会发展方面有着不小的作用。但目前一些地方政府大量举债,盲目扩大投资规模,从而造成新的重复建设,带来新的投资风险,给地方经济社会可持续发展埋下风险和隐患。本文立足于目前地方政府性债务的发展和现状,从其管理体制上存在的缺陷与原因分析入手,剖析政府债务管理中存在的突出问题,探索建立政府债务项目管理指标体系、财政管理政府债务风险体系和公正性审计监督体系等三大体系,加强地方政府性债务安全管理的对策措施。
Local government debt construction plays a notable role in promoting local economic and social development. However, at present, some local governments have borrowed heavily and blindly expanded the scale of investment, resulting in new and repeated construction, bringing about new investment risks and laying risks and potential risks for the sustainable development of local economy and society. Based on the current development and current situation of local government debts, this article starts with the analysis of the defects and causes in the management system, analyzes the prominent problems in the management of government debts, explores the establishment of index system of government debt management, financial management of government debts System and fairness auditing supervision system, and other three major systems to strengthen the local government’s debt safety management countermeasures.
