为了使中国人民志愿军能够更有力地配合朝鲜人民军,消灭更多的敌人,争取抗美援朝战争早日获得最后胜利,本会曾于六月一日发出通告,号召全国各界同胞捐献志愿这以更多的飞机、大砲、坦克、高射砲、反坦克砲等武器。兹规定若干具体办法如下:(一)为使全国各地人民,不分城市与乡村,不分阶级阶层和信仰,都能推行这个爱国捐献运动,必须有充分深入的宣传和细密的组织工作。各地抗美援朝总分会、分会应即邀集当地各人民团体、各机关及各界爱国人士的代表,讨论并订立具体的宣传和动员捐献的计划,分头进行。(二)此项运动在工厂应与增加产量、减低成本运动相结合,在乡村应与深耕细作及发展家庭副业相结合,在工商界应与改善经营增加收入相结合。其他各界亦应多从积极方面设法捐献。应当鼓励退职的文武官吏及城市其他富户踊跃参加此爱国捐献运动。(三)捐献运动暂定以半年为期。捐献可以一次缴纳,也可以先行认捐一定数目,然后分期缴欵。所有捐献,必须完全出于自愿,任何人不得强迫。(四)为了便于计算起见,所有捐献一律以人民币计算。本会特委托各地人民银行代收,并由人民银行汇集上解。如各界人民欲捐献金、银、

Civil and military officials who resigned and other urban households in rich cities should be encouraged to participate actively in this patriotic donation campaign.
