造林质量是林业产业发展和生态建设的基础,尤其是在传统林业向现代林业转变的过程中,提高造林质量是林业建设中的重要问题,必须从多方面、多环节抓起。不仅要注重纯技术的造林环节,更应关注社会性的问题,即“人”的问题。广大山区群众是造林的真正主体和直接受益者,如何让其参与到林业建设中来,或者说林业部门在制定质量管理决策时,充分考虑“以人为本”,使社区群众能有效地参与当地林业建设,共同促进造林质量的提高,是值得探讨的问题。
