交道口街道地处北京老旧城区,辖区内80%均为传统四合院,许多老四合院已有上百年的历史。随着城市建设的发展,人际关系的重新演变,大杂院内的纠纷也呈现出新的特点。一、大杂院纠纷的特点1、相邻关系复杂。人多地少,私搭乱建严重,使得院内极其拥挤,因此而引发的采光、通风、通行、堆物等纠纷层出不穷,而且这类纠纷往往已存在较长时间,孰是孰非很难界定。2、水、电纠纷突出。许多院落至今仍只有一块总水表、总电表,水、电费到月末时由各家按户或按人均摊。许多院内存在着偷电、偷水或者下水管道严重漏水的现象,由此经常产生邻里纠纷。3、因拆迁引起的各种纠纷不断。随着北京城市建设不断发展,拆迁改造老旧平房已成热点,但随之而来的拆迁纠纷也越来越突出。居民与开发商、拆迁公司的矛盾,因施工扰民而引发的矛盾和因拆迁引起的家庭利益冲突等。4、空巢家庭引出新的法律问题。
