构建和谐社会是一个系统工程,不仅需要我们积极创造有利于和谐的条件,还需要我们解决社会不和谐引发的各种问题,消除或减少引发社会不和谐的各种因素。遏制犯罪特别是危害性大的犯罪离不开严格的刑罚,但是,经验证明,针对犯罪现象的社会综合治理不能仅仅依靠严刑峻法。在目前构建和谐社会的背景下,刑事司法面临更大的压力和更严格的要求,除了定罪、量刑准确外,实行宽严相济的刑罚执行制度才能达到法律效果和社会效果的和谐统一。
Building a harmonious society is a systematic project, which not only requires that we actively create favorable conditions for harmony, but also solves various problems caused by social discord and eliminates or reduces various factors that cause social discord.
