近年来,各地政府把乡镇企业工业小区建设作为乡镇企业再发展的战略性措施来抓,推进了乡镇企业由简单加工向深度开发,由分散生产向相对集中,由粗放管理向集约经营的转变,但是从目前情况看,尤其是站在山区县的角度观察小区发展,困难很多,小区开发步履沉重,笔者调查认为,之所以开发慢,主要有四难:一是思维定式破得难。一些乡镇的领导同志没有真正认识到建设工业小区在发展农村经济中的重要作用,囿于对平原县工业小区的一些表象认识,认为平原县区条件好,易规划、地好征、配套设施投入少,企业便于集中,而山区乡镇企业建设小区成本比较高,加上各方面利益协调难度大,认为即使抓了三五年内也难见集约效应。因此,对小区建设研究
