2008年,大同市人大、政府、政协换届后,6名县(区)长岗位出现空缺,需要选配。为了进一步深化干部人事制度改革,建立科学、规范、透明和充满活力的选人用人机制,真正做到好中选优、优中选强,从机制上防止用人上的不正之风,提高干部选拔任用工作的公信度,大同市委采取“三轮推荐,演讲竞职,差额考察,综合评价”的方式,对6名县(区)长的选任进行了积极探索和实践。
