国债发行工作自1982年开始,至今已连续发行九年,全国发行各种国债券累计1015亿元,发行量连年增长,1990年计划发行各种国债券已达285亿元。由于国债转让市场未能形成,国债偿还时间长,物价上涨幅度大,非法低价买卖大量存在,居民对购买国债存在厌烦和抵触情绪,以至发行工作出现认购困难多、入库难度大。1989年上海市在全国率先开展国债交易服务业务,年内国债交易额达7.6亿元。今年,武汉市及各区、县也先后建立了国债服务。国债转让服务的开展,对推动国债发行工作,促进国民经济的发展,起到了积极的作用。
Since 1982, the issuance of treasury bonds has been in continuous issuance for nine years. The total number of bonds issued nationwide has reached 101.5 billion yuan, increasing in circulation year by year. In 1990, treasury bonds of all kinds were planned to have reached 28.5 billion yuan. Due to the failure of treasury bond market to be formed, treasury bills are repayable for a long time, the price rises by a large margin and the existence of illegal low-price trading exists in large numbers. Residents are annoyed and resistant to the purchase of treasury bonds. In 1989, Shanghai took the lead in conducting nationwide bond transaction service business in the country. During the year, the volume of bond transactions reached 760 million yuan. This year, Wuhan City and all districts and counties also successively established treasury bonds services. The carrying out of the government bond transfer service has played a positive role in promoting the issuance of government bonds and promoting the development of the national economy.
