在改革开放的大潮中,普陀区桃浦镇聘用了大批外来工。近2年来,外来流动人口已达2万多,超过了本镇的总人口数。外来工的涌入,对缓解桃浦镇劳力紧张的矛盾、发展全镇经济产生了积极作用,但由于这些人员缺乏必备的技术、安全、法制等方面的知识,给社会的稳定带来了一系列问题。镇政府将外来人口的管理放上了重要的工作议程,决心转变以往只重打击、遣返的传统观
In the tide of reform and opening up, a large number of migrant workers were employed in Taopu Town, Putuo District. In the past two years, the number of migrants has reached more than 20,000, exceeding the total population of the town. The influx of migrant workers has had a positive effect on alleviating the labor-tension contradictions in Taopu Town and in developing the economy of the entire town. However, due to the lack of necessary technical, safety and legal knowledge, these personnel have brought about a steady Series of questions.
