加快培育和发展战略性新兴产业对于转变经济发展模式、提升自主创新能力、促进经济可持续发展具有重要意义。本文基于SCP框架下市场结构(产业集中度)、市场行为(研发)及市场绩效(价格波动),通过研发贴现模型与实证检验,认为寡头垄断市场结构具有较高的研发效率,而战略性新兴产业研发投入与价格成本比呈反向波动,因此针对该产业研发正外部性的特征,在现阶段未形成规模效益的情况下,建议政府应加大R&D补贴、扶持产业规模化发展、完善相关专利等制度、制定基于创新链的产业促进政策。
Accelerating the cultivation and development of strategic emerging industries is of great significance for transforming the mode of economic development, enhancing the capability of independent innovation and promoting sustainable economic development. Based on the market structure (industry concentration), market behavior (R & D) and market performance (price fluctuation) in the framework of SCP, this paper argues that oligopolistic market structure has high R & D efficiency through research and development of discount model and empirical test, Therefore, in view of the positive externalities of R & D in this industry, it is suggested that the government should increase R & D subsidies to support the development of large-scale industrialization and improve the correlation between the industry R & D investment and cost-to-capital ratio. Patents and other systems, to develop industry-based innovation chain policy.
