The 15th National Congress of the Communist Party of China regards governing the country according to law and building a socialist country governed by the law as the strategy of running the country. The core of the 15th party congress is administration by law, while taxing by law is an important part of administering by law. It is an inevitable requirement for the implementation of the strategy of governing the country according to law. As far as the tax authorities concerned are concerned, seizing the historic opportunity to promote tax administration in accordance with the law so as to contribute to the realization of the goal of governing the country by law and building a socialist country ruled by law is what we are currently facing
