浦东开发是在我国改革开放进入新的阶段,继深圳特区和东部沿海城市开放取得成功以后,作为进一步推进改革开放战略的重点,由中国改革开放的总设计师邓小平提出的。如果说,我们对深圳和东部沿海城市的开放开发是适应体制转轨和市场竞争的需要所进行的试验性的探索的话,那么浦东开发则是完全理性化的选择,是我们在充分总结了深圳和东部沿海城市开放开发经验的基础上,为进一步推进改革与发展,加快中国现代化的进程,加强国际化竞争的优势而采取的一个全新的战略。因此,浦东开发既吸收了以往开发区建设的积极成果,同时又有新的特点和意义。
Pudong Development is a new stage of China’s reform and opening up.
