一、情报工作的重要性众所周知,近十几年来,在工业较发达的国家中,日本的工业发展速度最快,特别是在六十年代末到七十年代中的短短几年内,它一下跃进世界先进工业国行列。日本工业发展速度如此迅速,在某种程度上说来,就是由于它大量收集情报,十分重视引进世界先进技术,然后在别人的基础上加以提高,又迅速抢到别人前面去。日本特别重视科技方面的预测性战略情报。日本人把情报、教育、管理称为发展工业的“三大支柱”,又把情报、设备、经费、人才称为国家经济发展的“四大条件”。由此可见,在发展国民经济中,情报的重要性十分突出。
I. The importance of intelligence work As we all know, in the last decade or so, in the more developed industrial countries, Japan’s industrial development has been the fastest, especially in the short years from the end of the 1960s to the 1970s. Jumped into the ranks of advanced industrial countries in the world. Japan’s industrial development has been so rapid. To a certain extent, it is because it has collected a great deal of intelligence, attached great importance to the introduction of world advanced technology, and then increased it on the basis of others, and quickly grabbed other people in front of it. Japan places special emphasis on predictive strategic intelligence in science and technology. The Japanese refer to intelligence, education, and management as the “three pillars” of industrial development. They also refer to intelligence, equipment, funds, and human resources as the “four conditions” of national economic development. This shows that in the development of the national economy, the importance of intelligence is very prominent.
