国有企业改革始终是人们关注的中心和理论研究的热点,同时也是整个经济体制改革中相对落后的环节。特别是1987—1988年广泛推行承包经营责任制以后,始终未能推出切实可行的完善措施,未能在深化国有企业改革方面有新的进展。而在对全盘私有化的批判中,由于理论界限不清,实际界定混淆,妨碍了所有制改革问题上的理论探索,为国有企业改革设置了人为的障碍。
The reform of state-owned enterprises has always been a focus of people’s attention and theoretical research, and it is also a relatively backward link in the entire economic reform. Especially after extensively implementing the responsibility system of contracting management from 1987 to 1988, it has not been able to put forward any feasible improvement measures and failed to make new progress in deepening the reform of state-owned enterprises. However, in the critique of the overall privatization, due to the unclear theoretical boundaries and the actual confusion, this impedes the theoretical exploration on the issue of ownership reform and sets an artificial obstacle to the reform of state-owned enterprises.
