在当前社会,水是人类发展所必不可少的基础性的自然资源和战略性的经济资源。因此,我们有必要从水资源规划和水利基础设施建设开始,做好水资源的开发利用。但在水资源的实际规划及开发利用过程中,往往会出现规划目的不明确、规划内容不合理、规划方案不全面以及穷尽式开发利用不考虑水资源利用的可持续性等一系列问题。因此,我们水利工作者有必要充分学习水资源规划的原则及指导思想,合理开发利用水资源。
In the current society, water is a fundamental and strategic economic resource that is essential for human development. Therefore, it is necessary for us to start from the planning of water resources and the construction of water conservancy infrastructure to make good use of water resources. However, in the actual planning and development and utilization of water resources, a series of problems such as unclear planning purpose, unreasonable planning content, incomplete planning plan and exhaustive development and utilization without considering the sustainability of water resources utilization are often encountered. Therefore, it is necessary for our water conservancy workers to fully understand the principles and guiding ideology of water resources planning and to rationally develop and utilize water resources.
