一、检查的基本情况1987年5月13日至22日,衡阳市乡镇企业局,组织两个检查组。对市郊、衡南等县(市)区部分乡镇企业的蒸汽锅炉运行管理、设备状况、水质处理、司炉工素质和贯彻执行“蒸汽锅炉安全监察规程”(以下简称安规)情况,进行一次检查,其检查26个单位,27台蒸汽锅炉,100名司炉工。从检查情况来看,不少企业领导重视,规章制度比较健全。有制度可查的15个,占总数的百分之五十七点七:司炉人员,一般尚能胜任本职工作,蒸汽锅炉运行情况,一般还算可以。但是,还存在不少问题,有的还是比较严重的,主要有:1.对蒸汽锅炉安全运行认识不足,领导
